The Standing Committee of Vietnam’s National Assembly is currently evaluating a legislative draft designed to streamline administrative processes and business regulations within the agriculture and environment sectors. This proposed law targets reforms across ten existing statutes, which encompass areas such as plant protection, animal husbandry, fisheries, irrigation, water resources, veterinary services, and crop production.
The draft suggests the removal of 38 administrative procedures and 40 business conditions, alongside the simplification of an additional 13 procedures. These changes are anticipated to decrease processing times by a total of 904 days, potentially saving businesses around VNĐ189.9 billion (US$7.3 million) in compliance-related expenses.
Lawmakers have stressed the importance of maintaining robust regulatory oversight while also enhancing decentralization. An integral part of the proposed reforms is the encouragement of digital tool adoption, such as QR codes and product traceability systems, which are aimed at bolstering inspection processes and ensuring the quality of products.
The legislative efforts underline the government’s commitment to cutting bureaucratic red tape, which is expected to foster a more efficient business environment in these key sectors. The final draft of this significant bill is slated for completion by July 25.
