In a pivotal move towards fostering investment and economic growth, Vietnamese Party General Secretary and President Tô Lâm has emphasized the need for a stable yet adaptable legal framework. At a recent meeting in Hà Nội focused on institutional improvements and law enforcement, Lâm outlined the importance of a legal system that offers certainty to individuals and businesses regarding their rights and obligations, while also being flexible enough to accommodate scientific and technological advancements, new business models, climate change, and international integration.
Lâm underscored the necessity for lawmaking and enforcement to be closely intertwined, judging their success by their ability to eliminate administrative and investment hurdles, lower compliance costs, unlock resources, and safeguard the lawful rights and interests of citizens and businesses. He advocated for a comprehensive review of current legal documents, particularly those that impede investment, production, and business activities.
Looking towards the future, Lâm set ambitious objectives for Vietnam’s legal system. By 2030, he aims for the establishment of measurable targets, with an eye towards a modern legal framework by 2045, supported by digital data and artificial intelligence, and a professional and transparent judicial system. He also stressed the importance of holding authorities accountable in the implementation of laws and policies, ensuring that each policy clearly identifies responsible agencies, required resources, conditions for implementation, and expected outcomes.
Moreover, Lâm called for a shift in focus towards preventing violations and managing risks, rather than relying primarily on punitive measures. He highlighted the potential of digital transformation and data-based governance to enhance compliance, reduce administrative costs, and streamline the resolution of civil and commercial disputes.
This vision for a dynamic legal system reflects Vietnam’s commitment to not only sustaining economic growth but also embracing the challenges and opportunities presented by a rapidly changing global landscape.
