In an era marked by global uncertainty and rapid technological advancements, the call for strengthened international cooperation has become more pressing. Addressing these challenges, Vietnamese General Secretary and President To Lam spoke at the 81st session of the United Nations General Assembly in New York, urging global leaders to foster trust, adhere to international law, and enhance multilateral collaboration.
To Lam highlighted four key priorities essential for navigating global changes. Emphasizing the significance of the United Nations Charter, he called for rebuilding trust among nations through respect for international law, promoting sustainable development that is inclusive for all, and ensuring responsible governance of emerging technologies. He also stressed the importance of bolstering the United Nations’ central role in addressing these global issues.
Addressing the management of international disputes, To Lam advocated for dialogue as a means to resolve differences, prevent conflicts, and uphold national sovereignty and territorial integrity. He underscored the necessity of safeguarding civilians and complying with international humanitarian law during conflicts.
On the technological front, To Lam pointed out the potential of artificial intelligence and digital transformation to bridge development gaps, rather than exacerbate existing divisions. He called for technology governance to be inclusive, transparent, and accountable, with a focus on integrating developing countries into the international rule-making process.
Reaffirming Vietnam’s commitment to the international community, To Lam expressed support for reforming key components of the United Nations, including the General Assembly, Security Council, and Secretariat, to better serve the interests of developing nations. Furthermore, he reiterated Vietnam’s dedication to peaceful dispute resolution in line with international law and highlighted the country’s commitment to ASEAN cooperation and active participation in UN peacekeeping missions.
